    One of my friend living in Chennai Nungambakkam and he has completed his MBA in Anna university madras and recently he married an Italy national in Chennai. They are planning to apply spouse visa for Italy for that the Italian embassy asking Apostille attestation in following documents :

    To get HRD attestation they explained the following procedure to get HRD attestation.

    The officer said that we have to make application and we have to submit the original certificate to concern department.
    Then the concern department will send the verification letter to Public Department Secretariat, Chennai 600 009. There after they will issue attested certificate.
    In this case marriage was registered in SRO Keelakarai and his place of birth is Tirunelveli. So the certificates will be send to both the location and definitely will take some more time to complete the verification process and HRD attestation process in Public Department Secretariat, Chennai 600 009
    So he approached one attestation consultant in Triplicane and they told that Apostille attestation is possible without state HRD and also he agreed to arrange Apostille / Ministry Of External Affairs(Mea) attestation within 5 days . So he is confused about Apostille / Ministry Of External Affairs (Mea) process. Because in Ministry of External Affairs
    68, College Road, E.V.K. Sampath Maaligai, 7th Floor, Numgambakkam, Chennai, Tamil Nadu 600006. They asked HRD attestation to get Apostille attestation . But the consultant told that he can arrange Apostille attestation without state HRD attestation in 5 days.

    As part of the current ruling by the Ministry of External Affairs and HRD, it is mandatory for the candidates seeking employment in abroad to have their certificates attested by the state HRD Departments in Tamilnadu.

    I hereby explain the procedure to complete process that is required to get HRD attestation in Tamilnadu state issued Degree/Diploma/Birth/marriage/ single status certificates in Chennai secretariat, . I believe that this information will be very useful for all candidates those who wish to get HRD attestation to go abroad :-

    As part of international rules enacted by all the Ministry of External Affairs and HRD, it is mandatory for the candidates seeking employment in abroad to have their certificates attested by the Tamilnadu state HRD Departments located at Fort Sait George, Rajaji Salai road, Near Legislature and Secretariat, Chennai, Tamil Nadu 600009.

    Chennai HRD process :

    If you are belongs to any city in Tamilnadu , ie Trichy, Madurai, Coimbatore or Kanyakumari You have visit Chennai Secretariat for getting HRD attestation in Tamilnadu. There is no branch office located except Chennai.

    Normally HRD attestations will be done only if you have a valid employment offer letter from the respective employer/country. It is possible without offer letter also.

    Step1 : (Online)
    First you have to submit application with necessary documents. (have to submit original document with 2 sets of photocopies of all the certificates that needs to be attested . )Upon receipt of the same, the secretary to Government will issue one reference number. In future you have to use this number for all further correspondence.

    you can complete the verification process through online. If you submit your certificate with verification code your attestation process will be completed in Chennai Secretariat itself. If your university is not mentioned in the list or your certificate is not issued by any university , then your hrd process will be done manually and the communication will be sent to concern department through post . After receiving verification letter from concern department ( For example Chennai corporation , DPI office and Inspector general of Registration )
    Note : In case of marriage certificate , If your marriage certificate registered under Hindu Marriage Act, same will be available in Government site http://www.reginet,net. So you can verify your marriage certificate through online and attestation process will be completed in Chennai Secretariat itself .
    : In case of Birth certificate , If your birth certificate issued bu Corporation and if your birth certificate available in Government website, you can verify your birth certificate also through online and attestation process will be completed in Chennai Secretariat itself .

    Step 2 : (Manual )

    For manual attestation, You have to fill up a form, 1 form and affixed with Judicial Stamp, this can be bought from the shop located inside the Secretariat .
    The original certificate along with 1 copy has to be given to the Under Secretary, who would in turn accept the same and give you a Reference Number, do not ever forget this number, all the certificates would be issued using this reference number.

    On the third day morning, do proceed to the Department and check for the Dispatch Note Book on which the reference numbers would be marked which confirms that the certificates have to dispatched to the respective places. Give one day for the certificates to reach the University, please do ensure to meet one of the peons and give some tips to ensure that your certificates gets processed at the earliest. Please do ensure that you do this follow up until you are confirmed that the documents have been dispatched to the Department. Be prepared to spend about Rs.1000 to 1500 as tips and you need to give a DD to the University separately, please check the rate at the office.

    Step 3 : Getting Attested Certificate :

    Please understand that time is of essence here, unless you follow up regularly these attestation will be take more time, these employees in the Department are not bothered about you. The reasons for the follow is also that these employees will not at later point say that your documents are missing which is a regular thing in this department.

    After completing verification process your certificate will be tabled for signature . The under secretary , Home department will sign and then back side of your certificate the red seal will be affixed . This is the only office for entire state . So it will take 10 to 15 days to complete the signature and attestation . If you follow sincerely you can get your attestation certificate as soon as possible. HRd attestation office located at the Secretariat in Chennai, you will have a go to Department of Public (Foreigners), this is next to the state Assembly inside the Chennai Secretariat.

    The next day take another set of copies along with the originals and go to the Ministry of External Affairs in the 7th Floor of DPI building in Nungumbakkam by around 9.00am and the Officer is available you would be able to get the attested certificate back by 5 pm.

    Once this HRD attestation is over, the MEA or Any Embassy attestation is easy in Chennai. There are sufficient agents like Tamilnadu Attestation services who can help you with the embassy attestation at respective consulate General office located in Delhi.

As per the UAE “Coordination Committee to execute Cabinet Resolution No. (1/8#) for 2017” will require those coming to the UAE for the purpose of work to obtain the “Good Conduct and Behaviour Certificate,” as a main condition to receive a work visa, starting from February 4, 2018.
    The committee stated that the certificate, which must be presented, should be issued from the applicant’s home country, or the country of their residency for the last five years. It must also be certified by the UAE’s missions abroad or through the attestation centre of the customer happiness centres of the Ministry of Foreign Affairs and International Cooperation.
    The committee, which includes representatives of relevant government authorities, explained that this procedure is part of the UAE Government’s efforts to create a more secure community and continue maintaining its leading role in this area, based on its belief in the importance of protecting the community, which will provide it with security and make the country one of the most peaceful in the world.
    The committee also noted that Cabinet Resolution No. (1/8#) for 2017 dictates that the certificate is a key requirement for those coming to the country for the purpose of work while clarifying that the resolution only applies to them and not to their dependent families.

    Abu Dhabi: The southern state of Kerala has become the first Indian state to put in place a mechanism to issue ‘good conduct certificate’ mandated by the UAE for issuing a work visa to job aspirants.
    Job seekers from the state can get a ‘police clearance certificate’ from district police chiefs and submit it in the UAE for a work visa, a senior UAE official told Gulf News on Tuesday.
    “We received official letters today [Tuesday] from the [Kerala] government and [Kerala] Police headquarters [in this regard],” Jamal Hussain Al Za’abi, Consul General at the UAE Consulate General in Thiruvananthapuram, said on phone.
    He said the letters said the ‘police clearance certificate’ [for the purpose of ‘good conduct certificate’ in the UAE] would be issued by district police chiefs in an expeditious procedure.
    Al Za’abi said four other south Indian state governments are also expected to follow the same procedure. “This is my understanding … from my informal interactions with the officials of the other states. However, we have to wait for official announcements from them,” he said.
    The Consulate General in Thiruvananthapuram covers five south Indian states of Kerala, Tamil Nadu, Karnataka, Telangana and Andhra Pradesh.
    Meanwhile, the UAE’s top diplomat in India confirmed that the police clearance certificate would meet the requirement for a UAE visa.
    “Prospective job seekers from countries such as India, where there is no existing procedure to obtain a federal good conduct certificate, can get the nearest equivalent document,” Dr Ahmad Al Banna, the UAE Ambassador to India, told Gulf News in New Delhi on Tuesday.
    “For UAE job seekers from India, you can obtain the police clearance certificate — it would be similar to a good conduct certificate required to get a job in the UAE,” he said in New Delhi.
    The office of the Director General of Police (DGP) of Kerala confirmed to Gulf News on Tuesday that a directive in this regard was issued to all district police chiefs in the state on February 1. The system is in place and people can start submitting their applications now, he said.
    “The job seekers can submit their applications at the office of the district police chief [Superintendent of Police (SP) in rural districts and City Police Commissioner in the cities], along with Rs1,000 [Dh57] fee,” the official said. The same office will issue the certificates after due inquiries about the applicant.
    He said applicants with a clean record could get the certificate within a few days. “This won’t be a problem for a person who is not involved in a criminal case. If the database of the district police chief does not show any criminal case against the applicant, the certificate will be issued without any delay. However, if there is any criminal record, the matter will be referred to the special branch [the intelligence wing of the state police] and respective police stations, which have to give the clearance in this regard. This may take a few days more,” the official explained.
    He said the state police would make an official announcement in this regard on Wednesday.

    Meanwhile, the UAE’s top diplomat in India confirmed that the police clearance certificate would meet the requirement for a UAE visa.
    “Prospective job seekers from countries such as India, where there is no existing procedure to obtain a federal good conduct certificate, can get the nearest equivalent document,” Dr Ahmad Al Banna, the UAE Ambassador to India, told Gulf News in New Delhi on Tuesday.
    “For UAE job seekers from India, you can obtain the police clearance certificate — it would be similar to a good conduct certificate required to get a job in the UAE,” he said in New Delhi.
    The office of the Director General of Police (DGP) of Kerala confirmed to Gulf News on Tuesday that a directive in this regard was issued to all district police chiefs in the state on February 1. The system is in place and people can start submitting their applications now, he said.
    “The job seekers can submit their applications at the office of the district police chief [Superintendent of Police (SP) in rural districts and City Police Commissioner in the cities], along with Rs1,000 [Dh57] fee,” the official said. The same office will issue the certificates after due inquiries about the applicant.
    He said applicants with a clean record could get the certificate within a few days. “This won’t be a problem for a person who is not involved in a criminal case.
